Temporary Permits for Private or Commercial Vehicles in Oregon

Oregon provides temporary credentials that allow limited vehicle operation before permanent registration is completed or when vehicles operate under conditions not authorized by their current registration. For private vehicles, the credential is generally a trip permit or temporary registration permit issued by a dealer. For commercial operations, applicable credentials may include heavy motor vehicle trip permits, registration weight trip permits, or over-dimension permits for extra-legal movements.

What Is a Temporary Vehicle Permit in Oregon?

In Oregon, a temporary vehicle permit is a credential issued to allow short-term operation of a vehicle when permanent registration cannot be issued immediately or when specific operational conditions require temporary authorization. Under ORS 803.600, temporary trip permits grant authority to temporarily operate a vehicle on Oregon highways under circumstances where operation would not otherwise be legal because the vehicle is not registered by Oregon or because provisions relating to the vehicle's registration do not allow the operation.

Trip permits are classified by vehicle type and intended use. For private vehicles, light vehicle trip permits are valid for 21 consecutive days. For commercial vehicles, heavy motor vehicle trip permits and heavy trailer trip permits are valid for 10 consecutive days. Dealers may also issue temporary registration permits valid for up to 90 consecutive days following the sale of a vehicle or until permanent registration plates and stickers are received from the Department of Motor Vehicles, whichever occurs first.

Who May Need a Temporary Permit

A temporary permit may be required in the following situations:

• A private vehicle has been purchased, and permanent registration plates cannot be issued immediately
• Ownership documents required for title or registration are delayed
• A vehicle operates under conditions not permitted by its current registration type
• Recreational vehicles are being transported to or from Oregon and are not registered in Oregon
• A commercial vehicle operates at a weight exceeding its registered weight limitation
• A vehicle or load exceeds Oregon's legal size or weight dimensions

Private Vehicle Temporary Tags in Oregon

For private vehicles, Oregon allows a light vehicle trip permit for the temporary operation of unregistered vehicles with a combined weight or loaded weight of 10,000 pounds or less. A light vehicle trip permit is valid for 21 consecutive days. The department may not issue more than two permits under this provision in a 12-month period for any one vehicle unless all registered owners of the vehicle are replaced by new owners.

Private vehicle owners may also obtain a temporary registration permit issued by a designated dealer after purchase. This permit allows operation of a newly purchased vehicle pending receipt of permanent registration plates and stickers from the department. The temporary registration permit must be affixed to the vehicle as specified on the permit itself.

When a dealer issues a temporary registration permit, the dealer must collect and submit the title and registration fees to the DMV on behalf of the purchaser. Dealers may not charge a fee for the issuance of temporary registration permits. There is no charge from the DMV for temporary registration permits themselves, although title and registration fees are collected as part of the transaction.

Commercial Vehicle Temporary Permits in Oregon

Commercial vehicles may require temporary operating authority in place of full credentials. Oregon recognizes the following temporary commercial permits according to ORS 803.600:

• Heavy motor vehicle trip permit for vehicles with a combined weight or loaded weight exceeding 10,000 pounds that are not registered in Oregon
• Heavy trailer trip permit for trailers with loaded weight exceeding 8,000 pounds or fixed load trailers not registered for operation in Oregon
• Registration weight trip permit for Oregon-registered vehicles operating at weights exceeding their registered weight limitation
• Registered vehicle trip permit for Oregon-registered vehicles operating under conditions or in ways not permitted by their current registration
• Over-dimension permit for vehicles or loads exceeding Oregon's legal vehicle dimensions

Heavy motor vehicle and heavy trailer trip permits are valid for 10 consecutive days. Registration weight trip permits are valid for 10 consecutive days. Registered vehicle trip permits are valid for 10 consecutive days. Each permit is vehicle-specific and must be carried in the vehicle during operation and displayed in accordance with administrative requirements.

Vehicles with a combined weight exceeding 26,000 pounds may be subject to weight-mile tax. Vehicles with a combined weight exceeding 80,000 pounds require an over-dimension permit.

When a Temporary Permit Is Required

A private vehicle may need a light vehicle trip permit after purchase if permanent Oregon registration cannot be issued immediately. Dealers issue temporary registration permits when title and registration applications are submitted on behalf of purchasers, but permanent plates have not yet arrived.

A commercial vehicle may need a temporary permit when:

• The vehicle is not registered in Oregon and is subject to operation restrictions based on combined weight or loaded weight
• The vehicle is registered in Oregon, but must operate at a weight exceeding its registered weight limitation
• The vehicle is registered in Oregon, but must operate under conditions or in ways not otherwise permitted
• The movement involves over-dimension or over-weight specifications requiring variance permits

How to Get a Temporary Permit in Oregon

Where to Apply

For private light-vehicle trip permits, an application may be submitted through the Oregon DMV2U online system, which allows applicants to purchase trip permits for immediate use. Applicants may also apply through Oregon DMV field offices or through designated trip permit agents.

For temporary registration permits issued by dealers, the dealer must hold a current, valid vehicle dealer certificate issued under Oregon law. Dealers apply for and issue temporary registration permits on behalf of vehicle purchasers as part of the title and registration process.

For commercial vehicle trip permits, an application may be made through the DMV2U online system or through the Oregon DMV. For overdimension permits, applicants access the Oregon Routing Information Online (ORION) system or contact the Commerce and Compliance Division.

Documents Commonly Required

• Light Vehicle Trip Permits: Proof of insurance including insurance company name, policy number, VIN, and policy effective and expiration dates.
• Recreational Vehicle Trip Permits: Proof of ownership such as a certificate of title, bill of sale, or ownership document. For motor homes, also provide the insurance carrier name, policy number, and certification of coverage.
• Temporary Registration Permits (Dealer-Issued): Vehicle year, make, body style, and VIN; owner name and address; driver license number (if available); dealer certificate number; and effective and expiration dates.
• Commercial Vehicle Permits: USDOT number, vehicle type, VIN, unit number, model year, make, registered weight, and fuel type. Over-dimension permits through ORION require specific vehicle and load dimension information.

Temporary Permit Fees in Oregon

Oregon establishes the following fees for temporary permits under ORS 803.645:

Trip permits are non-refundable. There is no charge for temporary registration permits issued by dealers, although title, registration, and plate transfer fees are collected as part of the vehicle purchase transaction. Fees for over-dimension permits are paid at the time of permit issuance and are nonrefundable even if the permit is not used.

Can an Oregon Temporary Permit Be Used Across State Lines?

For private vehicles, Oregon permits the use of temporary trip permits from another state when operating within Oregon, provided proof of insurance is maintained in the vehicle. However, temporary permits issued by Oregon are generally valid only for operation within Oregon.

For commercial carriers, trip permits issued in Oregon authorize both intrastate and interstate operations within Oregon if all applicable regulatory requirements are met. A light vehicle trip permit may be issued for a vehicle to be permanently licensed in any state, providing flexibility for vehicles in transition between states. However, further temporary credentials may be required when such vehicles operate in other jurisdictions.

Oversized and overweight movement remains subject to separate ODOT permitting regardless of whether other registration-related credentials are valid.
